Monster Truck Will Shake New Zealand for Safer Buildings

With the tires of a monster truck and guts that pound the ground like a dinosaur, the T-Rex is not just the ultimate Tonka toy.

The truck simulates an earthquake, revealing the properties of rocks and sediments below to watching researchers, and therefore shedding light on how the ground shakes during a temblor.

The U.S. Network for Earthquake Engineering Simulation is sending T-Rex to New Zealand's South Island, to shake the soils around Christchurch, where a series of earthquakes in 2011 destroyed buildings and took lives.

The earthquakes caused widespread liquefaction, a phenomenon in which shaking of water-logged soils turns the sediment temporarily from a solid to a liquid. The jiggly, wet soils undermined buildings and other structures. As many as 7,500 homes were abandoned. Parts of downtown Christchurch remain cordoned off due to the extensive damage.

The seismic data gathered with T-Rex will inform engineers, on an area-by-area basis, how to rebuild structures in Christchurch to resist future earthquakes, according to a statement from the Network for Earthquake Engineering Simulation.?The seismic waves can find which soils are more likely to liquefy, and which soils are more stable. Engineers can design structures to withstand earthquakes, but first they need to know more about the soils in each area, the statement said.

"Designing a quake-resistant building starts with the soil," Brady Cox, a professor at the University of Texas at Austin, said in the statement. "The stiffness and layering of the soil has a profound effect on the strength of shaking felt during an earthquake."

The 64,000-pound (29,000 kilogram) shaker truck will sail overseas on Feb. 3, arriving in Christchurch in March.

    SEATTLE (AP) ? Another aspect of President Barack Obama's health care law will go from concept to reality this fall as Washington residents who don't have health insurance will become eligible for Medicaid or gain access to a new insurance exchange.

    Some questions and answers on where the health care law stands in Washington state:

    ?How many people are uninsured in Washington and how many of them are projected to get insurance under the Washington Health Benefit Exchange?

    About 1 million Washington residents are uninsured, or about one in seven people who live in the state. Officials do not know the total number who will benefit from an expansion in Medicaid coverage or will buy health insurance through the state's new exchange, which opens in October. State officials estimate that by 2017, insurance coverage obtained through Medicaid and the exchange is expected to reduce Washington's uninsured rate to less than 5 percent.

    ?How many people are served by Medicaid in Washington state and how many more will be served by a proposed expansion?

    About 1.2 million Washington residents are currently served by Medicaid. Another 75,000 are eligible for the free health insurance for low-income people but do not participate, said state Health Care Authority spokesman Jim Stevenson. About 250,000 will be newly eligible on Jan. 1, 2014, under new rules that set the bar at 138 percent of the federal poverty level. If everyone who is eligible signs up for Medicaid, state officials expect to add about 325,000 over the new few years.

    ?How is the exchange being set up in Washington?

    A new public-private partnership called the Washington Health Benefit Exchange is setting up an online marketplace called the health plan finder. It will allow people to compare plan and enroll as individuals, families or small businesses. It was created by the Legislature in 2011. Rules were refined by another bill in 2012. It is governed by a board of volunteers with experience in health care, economics or actuarial science.

    ?How is it being paid for?

    Federal dollars are paying for setting up the exchange. Washington has received grants totaling more than $150 million so far. About 50 people currently work at the exchange and that number is expected to reach 100. Nearly $10 million has been set aside for marketing and outreach, including paid advertising starting in late summer.

    Beginning in 2015, the exchange will be required to be self-sustaining, with estimated expenses totaling about $50 million in 2015. How that will happen will be a topic of discussion during this year's Legislature. A monthly fee of nearly $13.69 per participant per month, which would add up to the costs of running the exchange, is being discussed along with other approaches.

    ?How will people access the exchange?

    Although its main interface will be online, people will also be able to access the exchange by fax, mail, telephone and in person.

    The Affordable Care Act requires that the exchange build relationships with local groups to help them with outreach and to also assist people who need help signing up for insurance, said Michael Marchand, spokesman for Washington health plan finder. These groups, called navigators, will likely be local nonprofits that help people in a certain community. The Health Benefit Exchange will be asking groups to apply for navigator grants soon. They'll be trained and certified to help people navigate the exchange but they will be prohibited from giving advice about which plan to join. Insurance agents and brokers will also have access to the exchange and people who want more advice can turn to them, but they will also have to pay these private companies a fee for their advice.

    ?How will the online site work?

    People will be able to search by cost, of course, but the interface will be much more sophisticated and potentially more confusing for people who would prefer not to have so many choices. They will be able to narrow their search to see what plans their own doctor will accept. They could search by name brand or type of plan and by what services are covered such as mental health and physical therapy.

    Online they'll find links to places where they can get extra help, on the telephone or in person and eventually the site will include a live chat feature for immediate help. People who enter their information into the system may also get a few nice surprises, such as a determination that they are eligible for Medicaid or for help paying their premiums.

    ?Will the exchange be ready to start enrolling people by the Oct. 1 deadline?

    Absolutely, says Marchand. But the program will continue evolve in the future, as will its online presence.

    The Board of Trustees of The City University of New York today appointed Dr. Diane B. Call as President of Queensborough Community College, which has served students from Queens and the entire New York City region as a starting place to pursue their academic and career goals for more than fifty years. Chancellor Matthew Goldstein recommended Dr. Call, who has been the Interim President of Queensborough Community College since July 1, 2010. ?Prior to that Dr. Call was Queensborough?s Provost and Senior Vice President for Academic Affairs. She has also served as Vice President for Finance and Administration, Assistant Dean for Instructional Support Services and in other posts in a career spanning three decades at the College and CUNY in positions that encompass virtually all major areas of administration and academics at Queensborough Community College.

    In a joint statement, Board of Trustees Chairperson Benno Schmidt and Chancellor Goldstein stated: ?Dr. Diane B. Call brings to Queensborough Community College extensive academic and administrative experience, a proven commitment to students, faculty, and alumni, and an exemplary record of advancing the College?s mission of offering students a quality, affordable education.?

    As Provost, Dr. Call led the Academic Affairs Division to create a student centered learning environment in collaboration with faculty and Student Affairs colleagues through curriculum and pedagogical innovations, academic enrichment activities such as undergraduate research, as well as instructional support and student service programs. Dr. Call?s partnership with Student Affairs led to the implementation of Queensborough?s innovative Freshman Academies for all full-time, first-time freshmen, and the establishment of an assessment protocol to measure the initiative?s success on student learning outcomes. Among her many other accomplishments are programs for the recruitment and retention of faculty, and a faculty development initiative for their engagement in a variety of teaching modalities, high impact activities, e-learning, academic leadership?and pedagogical research in community college teaching.

    (AP) ? Illinois is the fourth state to allow illegal immigrants to obtain a driver's license with a new law signed by the governor.

    Democratic Gov. Pat Quinn signed the legislation Sunday surrounded by hundreds of supporters who say the measure will make Illinois' roads safer and expand opportunities for illegal immigrants.

    Quinn says people need a way to get to work, drive to the doctor and drive their children to school. Chicago Mayor Rahm Emanuel says the new law should serve as a model for the nation.

    New Mexico and Washington both issue licenses to undocumented immigrants, while Utah issues permits.

    Illinois officials say the dissemination of the temporary licenses is expected to begin in November.

    The legislation was billed as a public safety measure and had bipartisan support.

    PORT SAID/CAIRO - Twenty-two people were killed in Egypt Saturday in violence that erupted after protesters took to the streets, angry that a court had?sentenced 21 people to death?over?a soccer disaster, state television said.?

    More than 200 people were also injured in the clashes in Port Said, northeast of Egypt's capital, state television reported, citing the Health Ministry.?

    Earlier Saturday a court sentenced 21 men, most of them from Port Said, to death for involvement in the disaster in the city's soccer stadium on February 1, 2012. Many spectators were crushed and witnesses saw some thrown off balconies after the match between Cairo's Al Ahly and local team al-Masri. Many of those killed were from the visiting team's supporters.

    Armored vehicles and military police were deployed on the streets of the Mediterranean city Saturday.

    The state news agency quoted a general as saying the military was sent to "establish calm and stability in Port Said and to protect public institutions."

    And an official from the authority that controls Egypt's Suez Canal said it was not affected.

    "Shipping movement through the Suez Canal is regular and is going ahead positively," canal spokesman Tarek Hassanein told Reuters, adding 44 ships had entered the canal so far on Saturday.

    However, witnesses reported that operations at Port Said's port were halted when staff said they would suspend work due to the clashes. Other factories and workplaces closed for the day.

    One witness reported that the army, which was deployed to Port Said, at the northern end of the canal, had sent troops to surround the branch office of the canal authority in the city.

    The army deployed Friday at the southern end of the canal after violence there.

    Security sources said the latest deaths brought to 20 the number killed in three days of violence, and hundreds have been injured.

    The unrest began with rallies to mark the second anniversary of the overthrow of autocrat Hosni Mubarak in a revolution which the protesters accuse current President Mohammed Morsi and his Islamist allies of betraying.

    The schism is hindering efforts by Morsi, elected in June, to revive an economy in crisis and reverse a plunge in Egypt's currency by enticing back investors and tourists.

    In Port Said Saturday, residents rampaged through the streets in anger that people from their city had been blamed for the stadium disaster.

    Gunshots were reported near the prison where most of the convicted men are being held.

    One security source reported 11 killed in the violence, while two other sources put Saturday's toll at 12. At least two of the dead were policemen.

    A witness said some men stormed a police station.

    'Bread, freedom and social justice'
    Meanwhile, thousands took to the streets of Cairo, Alexandria and other cities on Friday to protest against what they call the authoritarianism of Morsi's rule.

    "We want to change the president and the government. We are tired of this regime. Nothing has changed," said Mahmoud Suleiman, 22, in Cairo's Tahrir Square, the cauldron of the 2011 revolt. Nearby, youths hurled stones at police early on Saturday.

    "The protests will continue until we realize all the demands of the revolution - bread, freedom and social justice," said Ahmed Salama, 28, a protester camped out with dozens of others in Tahrir.

    Morsi's supporters say their critics are ignoring democratic principles, after elections swept the Islamists to office.

    The president was due to meet later on Saturday with the National Defence Council, which includes senior ministers and security officials, to discuss the violence.

    Unrest has been stoked by Morsi's decision to fast-track an Islamist-tinged constitution rejected by his opponents.

    Inspired by the popular uprising in Tunisia, Egypt's revolution spurred further revolts across the Arab world. But the sense of common purpose that united Egyptians two years ago has given way to internal strife that triggered bloody street battles last month.

    A new report from Kaspersky Lab indicates that the amount of spam in the world continues to decline, although it's nowhere near disappearing. It's also being replaced with other, more substantial threats.

    Spam levels dropped throughout 2012, and by the end of the year it was steadily below 70 percent of all email detected. In the heyday of spam, it consistently made up around 85 percent, according to Kaspersky's numbers.

    A number of factors have contributed to this. People and email providers have instituted more effective spam filters, for one thing, and a major security hole that allowed people to spoof an email's sender was closed this year.

    The reduced effectiveness of spam emails means spammers have to send more to get any hits. Kaspersky calculates that it cost spammers $150 for every million emails sent ? cheap indeed, but the success rate is so low that legal, normal advertising on Google and Facebook actually end up beinga better deal.

    Of course, not every spammer is just aiming for cheap advertising. There are plenty?selling illegal services or products, or looking to hijack your computer with malicious attachments or phishing attempts. Since legal advertisement isn't an option, they're doubling down on spam. For that reason, Kaspersky suggests spam reduction in 2013 will be "negligible at best."

    Major retail chains including Wal-Mart and Whole Foods already use the council's label. The nonprofit group is paid a royalty fee from companies that use its label. For McDonald's, that means the fee would be based on sales of its fish offerings, such as the Filet-O-Fish and the Fish McBites that will be launched as a limited-time offer next month.?

    The Marine Stewardship Council, based in Seattle, isn't the only group that offers consumer labeling for seafood. Last year, for example, Whole Foods also stopped carrying wild-caught seafood that's "red-rated," which indicates it's either overfished or caught in a way that harms other species.?

    The move reflects the growing concerns among consumers about the sources of their seafood. Major supermarket chains, including BJ's Wholesale Club, have also moved recently to try to make their seafood selections more sustainable.?

    The Marine Stewardship Council has about 300 fisheries in its program, representing between 12 to 14 percent of the world's fisheries, said Kerry Coughlin, the group's regional director for the Americas. Fisheries can go through a confidential pre-assessment phase to get guidance on whether they're ready for certification. Coughlin said about 30 to 40 percent of fisheries aren't ready when they start the pre-assessment phase, but that more than 90 percent obtain certification after beginning the full, official assessment process.?

    McDonald's gets all its fish in the U.S. from a single Alaskan Pollack fishery, Coughlin said. The chain's restaurants in Europe already use the council's label.?

    A spokeswoman for McDonald's, Christina Tyler, said the all U.S. stores should have the labeling by early February. McDonald's will promote the certification on packaging for other products, including Happy Meals and drinks.?

    The company, based in Oak Brook, Ill., stopped using Eastern Baltic Cod in 2007 because of sustainability concerns. Since then, Tyler said the company has sourced Alaskan Pollock and New Zealand Hoki exclusively from fisheries with the Marine Stewardship Council's label. Now the chain uses only Alaskan Pollock for its fish items in the U.S.?

    Mesothelioma ? a silent cancer | UT Physicians

Or maybe you?ve heard that mesothelioma is linked to working with asbestos, but that?s the extent of your knowledge. UT Physicians oncologist Jorge Quesada, M.D., sheds some light on this rare condition.

    Mesothelioma is cancer of the mesothelium?a thin membrane lining the lungs, stomach, heart, and other organs. The most common form of mesothelioma is pleural mesothelioma. In pleural mesothelioma, cancer cells grow on the pleura?the sac that lines the chest cavity and protects the lungs. Continued exposure to asbestos, over a period of many years, is the most frequent cause of the disease.

    Only about 2,000 to 3,000 new cases of mesothelioma are diagnosed each year in the United States, according to the American Lung Association.

    ?It continues to be a relatively rare condition,? Dr.?Quesada says. ?You don?t get to see too many cases in private practice, perhaps three to four cases a year. The number of cases varies according to geographic location and demographics.?

    Most people who develop mesothelioma have worked with asbestos for many years. Asbestos is a fibrous mineral that is resistant to heat, fire, and chemicals and does not conduct electricity. Until regulations passed in the 1970s and ?80s restricted its use, asbestos was widely used to insulate homes, and in the ship building and automotive industries. When inhaled, asbestos fibers may enter the lungs and penetrate and irritate the cells in the pleura. Continual irritation may lead to mesothelioma.

    Because mesothelioma can take up to 30 to 50 years to develop, the majority of patients with the disease are over age 65. A notable exception may be the first responders to the 9/11 attack on the World Trade Center, who were exposed to massive amounts of asbestos in a short period of time.

    ?There is an increased risk of mesothelioma with the amount and length of exposure,? Dr.?Quesada says.

    ?Over the past few decades, we have seen a decline in mesothelioma because of improved regulations in asbestos used for construction and in factories,? Dr.?Quesada continues.

    Common symptoms of mesothelioma include shortness of breath, pain under the rib cage, and coughing. Unfortunately, these symptoms are also found in other minor, non-life threatening conditions affecting the chest and lungs such as the flu, bronchitis, and pneumonia. As a result, mesothelioma is often overlooked until the cancer is advanced. Depending on the stage of the cancer, other symptoms may include weight loss, fluid in the chest, loss of appetite, and trouble swallowing.

    After a complete physical exam and health history, doctors who suspect mesothelioma will order a series of tests to rule out more common causes of symptoms, including benign and malignant conditions (lung cancer). Tests may include chest X-rays and other imaging studies to look for abnormal findings.

    ?Ultimately, the diagnosis can only be confirmed by obtaining biopsies of the pleura or finding malignant cells in pleural fluid,? Dr.?Quesada says.

    Because of the silent nature of this disease, mesothelioma is often diagnosed when the cancer is at an advanced stage. Average survival time is only about one year, according to the American Lung Association. Five-year survival rates are slowly improving, and scientists are constantly searching for new treatments.

    ?When it (mesothelioma) develops, it develops slowly and without very specific signs,? Dr.?Quesada says. ?And it is difficult to diagnose. The symptoms are not very obvious, and by the time it is diagnosed, the tumor has often spread across a large area.

    ?The best possible treatment is early intervention, and surgical intervention,? Dr.?Quesada says, adding that the surgeon should be an experienced oncology surgeon who is part of a physician team including an oncologist. He recommends patients diagnosed with mesothelioma choose a cancer center that treats a large number of patients with the disease.

    Even with a skilled surgeon, mortality for the surgery remains high.

    ?An estimated 15 to 20 percent of patients may die of complications,? Dr.?Quesada says.

    And surgery is not an option for many patients with the disease, Dr.?Quesada says, because they are older and may also smoke, have emphysema and heart conditions that make them ineligible for surgery.

    Other treatment options for mesothelioma may include a combination of chemotherapy, radiation, and targeted drugs. For patients in advanced stages of the disease, palliative therapy helps reduce pain and discomfort caused by the disease.

    New drugs for mesothelioma target molecular pathways that cause cell changes and may have fewer side effects than traditional, broad-based chemotherapy agents. One group of these new drugs is angiogenesis inhibitors, which block formation of blood vessels that feed tumors. Other drugs target different changes in the cell. Researchers are conducting clinical trials using drugs used for other types of cancer, including imatinib (Gleevec), dasatinib (Sprycel), bortezomib (Velcade), and vorinostat (Zolinza).

    ?We are cautiously optimistic about finding an agent that may help,? Dr.?Quesada says. ?Ongoing trials may hopefully lead to new options for patients with mesothelioma. In conjunction with chemotherapy, these new drugs will be a good option for patients who are not candidates for surgery.?

    Other new therapies for mesothelioma under investigation include gene therapy, cancer vaccines, and photodynamic therapy. The effectiveness of multimodality therapy?a combination of surgery, chemotherapy, and radiation therapy?also is being tested.

    People who have been exposed to asbestos should quit smoking to lower their risk for developing the disease and see a doctor for regular checkups.

    ?Early diagnosis is the key to helping patients,? Dr.?Quesada says, adding that patients who worked with asbestos should volunteer that fact to their doctor. ?Bring information about exposure up front; don?t wait for the nurse or doctor to ask.?
